Healthcare systems, due to their importance and growing robustness, are often kept separate from other welfare state systems. Important changes in the healthcare systems European countries occurred at beginning of 1990s connected with introduction market healthcare. This was accompanied by a change discourse an emphasis on terms such as ‚personal responsibility‘, ‚choice‘ ‚consumers‘. replaced old political rhetoric that focused universal, public solidarity-based provision.
